日本・ウクライナ 先進IT技術に関する2日間のオンラインセミナー、400名以上が参加

2025年10月29日、キーウ発 ― 10月28日から29日にかけて、ウクライナ教育科学省の支援により、2日間にわたる国際オンラインセミナー「先進IT技術とその産業応用 ― ウクライナのIT専門家との国際協力に向けて」が開催され、日本、ポーランド、ウクライナの専門家、科学者、学生が一堂に会しました。ウクライナの大学やITコミュニティの代表者を含む400人以上が参加しました。これは、国際協力機構（JICA）がポーランド日本情報工科大学（PJAIT）と提携して支援している「ウクライナIT人材育成及び在ポーランド避難民支援プロジェクト」の主要活動の一つです。

このイベントは、株式会社日本開発サービス（JDS）が主催し、現地コーディネーターとしてウクライナのBDO社の協力を得て実施されました。セミナーは、ウクライナの教育科学省のMr. Vitaliy Nosok（Head of the Expert Group on Technological Development）による開会の辞で幕を開けました。同氏は、「教育科学省は、抽象的な講義ではなく、生産現場で成果を生み出す大学と企業の共同プロジェクトを必要としているため、このような取り組みに期待しています。IT 教育の標準として、PBL/COIL の導入とデュアル教育の発展を支援しています。国際協力は、学生の能力とウクライナ経済の競争力に直接つながるべきであると考えています」と、述べていました。

初日は、IT分野のイノベーションと実社会への応用をテーマに以下の方々が講演されました。

• 金尾 太郎 准教授（芝浦工業大学、日本）—「Quantum Technologies and Their Industrial Applications」
• 木下フローラ聖子 教授（創価大学、日本）—「Applying informatics and AI to biology and the extended central dogma」
• 神崎 博之 氏（JDS、日本） — 「JICA Project Webinar: PBL/COIL — International Online Training for IT Academics at Ukrainian Universities.」
• 竹村 真郷 氏（一般社団法人　ファクトリーサイエンティスト協会 専務理事、日本） — 「Local FabLab × Local Factory: Bridging Creativity, IoT, and Data Science」
• 渋谷 透 氏（ばーちゃるまつもと推進プロジェクト　代表、日本） — 「The Challenge of『Virtual Matsumoto』」

2日目は、ウクライナとのビジネスおよび教育面での協働をテーマに以下の方々が講演されました。

イベントの最後では、国際協働オンライン学習（COIL）とプロジェクト型学習/問題解決型学習（PBL）に関する大学教員向け研修プログラムの開催が発表されました。

本ウェビナーシリーズは、国際協力を通じたイノベーション、教育、戦後復興への取り組みを再確認するものでした。困難な時代にあっても、テクノロジーが国境を越えて専門家を結び続けることを証明するものとなりました。

Japan–Ukraine Two-Day Online Seminar on Advanced IT Technologies Attracts Over 400 Participants

Kyiv, October 29, 2025 — A two-day international online seminar ‘Advanced IT Technologies and Their Industrial Applications – Towards International Collaboration with Ukrainian IT Professionals’ brought together experts, scientists and students from Japan, Poland and Ukraine on 28-29 October in Kyiv with the support of the Ministry of Education and Science in Ukraine. More than 400 participants took part, including representatives of Ukrainian universities and the IT community. This is one of the key activities under the Ukrainian IT Human Resource Development Support Project, supported by the Japan International Cooperation Agency (JICA) in partnership with the Polish-Japanese Academy of Information Technology (PJAIT).

The event was organized by JDS — Japan Development Service, Ltd., and in partnership with BDO in Ukraine as the local coordinator. The seminar was opened by Vitaliy Nosok, Head of the Expert Group on Technological Development at the Ministry of Education and Science.
“The Ministry of Education and Science supports such initiatives because we need not abstract lectures, but joint projects between universities and businesses that produce results in production. We support the introduction of PBL/COIL and the development of dual education as a standard for IT training: international cooperation should directly translate into student competencies and the competitiveness of the Ukrainian economy,” Vitalii Nosok said.

The first day featured two thematic tracks — Technical Track and Industry and Society Track — focused on innovation in IT and its integration into real-world contexts.

• Mr. Hiroyuki Kanzaki (JDS, Japan) — “JICA Project Webinar: PBL/COIL — International Online Training for IT Academics at Ukrainian Universities.”
• Mr. Masato Takemura (Executive Director, Factory Scientist Association, Japan) — “Local FabLab × Local Factory: Bridging Creativity, IoT, and Data Science.”
• Mr. Toru Shibuya (Representative, Virtual Matsumoto Promotion Project, Japan) — “The Challenge of “Virtual Matsumoto.”

The second day focused on Business Collaboration and International Collaborative Education, demonstrating how technological expertise and academic cooperation can jointly support Ukraine’s reconstruction and digital transformation.

International Collaborative Education Track:

• Prof. Dr. Keiko Ikeda (Kansai University, Vice-Director of the Institute for Innovative Global Education (IIGE), Japan) — “Beyond Mobility: How COIL Builds International Learning Opportunities.”
• Prof. Dr. Jan Piechota, Dr. Olga Kulish (Polish–Japanese Academy of Information Technology, Poland) — “International Collaboration in New Media Art.”
• Mr. Radosław Podgrudny (Polish National Agency for Academic Exchange(NAWA), Poland) — “NAWA’s International Programmes.”

At the end of the event, the announcement was made regarding the upcoming training program for university lecturers —“Project-Based Learning (PBL) and Collaborative Online International Learning (COIL) within the JICA Initiative”.

The webinar series reaffirmed a shared commitment to innovation, education, and post-war recovery through international collaboration — proving that technology continues to unite professionals across borders, even in challenging times.
